This is the root of the problem: ISO 8601 defines the start of the week to be Monday, so if you set the start of the week to be any other day, week numbers won't be correct.
I wrote the week number code (years ago) and tested it quite extensively. I don't believe there are any errors if the start of week is set correctly.
