What you want to achieve is in the Locator plugin (https://bimlas.gitlab.io/tw5-locator/): you can filter the list by tags associated with the text you type in the search box, you can select multiple tags at once, and even in the Table of Contents it shows the tags of the currently listed tiddlers.
