emptyMessage had had no success getting working nested so ended up with
this working:
<$list filter="[[releasemode]!is[missing]]">{{$title$}}</$list>
<$list filter="[[releasemode]is[missing]]"><$list filter="[title[$title$]]
+[has[title]]" emptyMessage=<<trans-edit-btn """$title$""">>>{{$title$}}
<<edit-btn """$title$""">></$list></$list>
