Hi Jon, My Layout tweaks plugin can do this sticky behaviour although it does not work well in preview mode.
To see it in action go to http://tw5toolbar.tiddlyspot.com/ Create over there a new tiddler and scroll up/down. Note the extra toolbar below the tag field (not part of the Layout tweaks plugin).
