As to your original question... it really boils down to what you consider 'publishing mode' or 'editing mode'. So maybe you might want to define that for us more specifically and see what answers come up. Anyways.. I believe this is not a matter of plugins, but rather of defining / and switching templates the way you want them... e.g. to maybe have an 'edit template' when working local and a 'published template' for your online version.
