Creating a data tiddler doesn't sound too hard.

But you would need to make a special search tool to show the contents of 
the data tiddler and reconstruct a link.

Hmm. If you're on a local file system, can you link to another tiddler on 
the local system?

Twederation used/uses single files. It had some over-arching concerns re 
long-term storage, sizing, and security.
