This seems (to me) to be an actual bug. The good news is that you can easily fix it. The bad news is, that you're not going to like it.
If the button to make a new tiddler here is exposed, then it gets stuck on the timestamp when the tiddler was rendered. If the button is hidden, then it will advance the way you want it. You can hide it by creating : $:/ config/ViewToolbarButtons/Visibility/$:/.giffmex/ViewToolbar/new-note-here-datetime and setting the text to "hide". Perhaps someone can run down the code to determine why it happens. The same thing happens in the code for the new-journal-here button at TiddlyWiki.com, so it's not something you introduced.
