I don't know what you mean by 'modify' but anyway In Control panel > Appearance > Toolbars you can select what will be displayed in the toolbar(s). The rest can be accessed by the More actions button(s). When you create your own buttons, you can assign them to one or more toolbars by adding the appropriate tag(s). These new button(s) can be displayed on the toolbar, or - if unchecked in Control panel - under the More actions button. Does this answer your question?
