Birthe, this was exactly the plugin I meant. Thanks! I also found an alternative approach based on @TonyM's suggestion and that is to customize the search results (https://tiddlywiki.com/#Customising%20search%20results) to also include a link to the literal search term, which can then be clicked to trigger the "create missing tiddler" behavior.
