Unless you're saving to a github.io repository, you have to navigate in gh to where the file is and then download. You download by right-clicking on the "raw" link and "saving as."
GH allows you to have one github.io repository where you can post actual web pages that can be loaded into your browser. If you set up to save to that repository, then you can load from a GH page and save back to it more or less seamlessly.
