If you are a keen CSS user do publish some tips as we have a shortage of 
consolodated document in this area. At least for CSS novices.

core/ui/ControlPanel/Stylesheets

The active sheets and the order in which they are applied in shown, drag 
and drop can reorder.

There is also a comprehencive tool for designing and manipulating css - 
cant find it just now
