The ability to to choose tags from the dropdown using the keyboard has been implemented and should hopefully ship out with the next version of TiddlyWiki after a bit more testing. https://github.com/Jermolene/TiddlyWiki5/pull/4458
A very welcome change as I too find the current behaviour to be one of the chief drawbacks of the editing experience.
