Oops. You're right. It looks like you can change it by changing the 
contents of:

$:/config/ui/EditTemplate

I suspect that this will survive upgrades.The problem is that then people 
might not get the benefits of the
upgrade, or might report problems following the upgrade. So people would 
need to match your files
to the TW version. Perhaps an explanation in your welcome page could help 
people navigate upgrades.
