As far as I understand: yes. You can "nest" things in buttons so whatever 
"command" you click inside a button also clicks the button. (But it seems 
you cannot nest buttons in buttons; clicking the inner does not also 
trigger the outer.)
Actually this happens with links too: <$link to=foo>Go to foo or to 
CamelCase</$link> (...which IMO is not desired 
<https://github.com/Jermolene/TiddlyWiki5/issues/1880>).
