TW marks links with class tiddlyLink and tiddlyLinkExisting (if the
link refers to a live tiddler). So you can alter the characteristics
of a link by referring to the class tiddlyLink or tiddlyLinkExisting
(since the code won't display any tags that don't exist). Just
realized you could also specify the CSS referring to the anchor tag:

 .tagtag A {color: #22bbff;}
