To not have a visible button, you could put that call to
LoadTiddlersPlugin into (a) named container in your template which has
the css style rules set to display:none.

I guess you could as well have a list of those optional js-files in
html "script" sections in your MarkUpPostBody (if that's the right
spot for it) and uncomment them whenever you need to. That won't even
require LoadTiddlersPlugin.
