If I am not mistaken, you are talking about your browsers display of tooltips. As far as I can tell, only your browser can change it's display, but probably wont allow you to adjust that..
Maybe someday there will be a plugin which hijacks all links to turn their tooltips into certain jquery overlays... which smoothly fade in. However, as of now, I don't think there is any. Tobias.
