You might want to try the new Krystal view:

This is not exactly a tabbed view, but one I find very appealing. It 
creates a horizontal river instead of a vertical one. That allows you to 
open multiple tiddlers side-by-side and maintain the scroll position on 
each. You can open several tiddlers this way and horizontally scroll across 
them. It's very similar to https://notes.andymatuschak.org/About_these_notes, 
if you're familiar with his setup.

One other suggestion would be the Stories plugin by Saq: 
https://giffmex.org/stroll/stroll.html#%24%3A%2Fplugins%2Fsq%2FStories. 
This is not a true tabbed view, and only allows two lanes. However, it does 
allow you to easily create two vertical streams with independent scrolling 
of one another. If I'm not using Krystal, I lean heavy on this plugin for 
usability.

Again, these aren't true tabbed views, but they may get at some of the 
functionality you mentioned.
