TW allows you, to define a tiddler named: $:/config/EmptyStoryMessage
That can contain eg: {{Overview||$:/core/ui/ViewTemplate}}
Then your Overview tiddler will show, if the story river is empty. ... So
it will be a tiddler, that can't be closed, but goes away as long as
something else is shown.
