You can add more stars, or perhaps another symbol, but to do as you ask you would need half and other icons to appear as clickable. There is an example of fractional stars here https://css-tricks.com/five-methods-for-five-star-ratings/ but it requires javascript. I have not seen any half stars in Unicode of late.
