In the comment command place the reverse after the tiddler name <<comment here reverse...
I use the here rather than the tiddler name. I am not sure how you are using it but I tested the above for you and it works. The reverse places the comment after the /%comment%/ anchor - thus the most recent will be first No reverse specified places it after the /%comment%/ anchor - thus the most recent will be Last.
