As you suggest, moving the save button to one of the two tabs would work
for me. (can these be protected, by a password maybe) so only admin can
change config settings.
I am not suggesting that you combine customizer with Ton's Readonly plugin,
just offering an example of how it's achieved elsewhere.
Regarding the save tab, Ton suggest putting the plugin in some other page,
say xyz and transcuding the plugin into that page. The plugin then offers
all config settings. If the TW is started with sidebars hidden on startup,
opening TW.html#xyz allows the user to change the settings if needed.
