I've just tested adding that plugin to a brand-new, empty wiki, and completion works as expected (triggered when I type [[ and then a couple of characters for the title), in regular tiddlers.
I did have to install the plugin twice, as if I had fumbled the install the first time, which I feel I didn't... Perhaps you should try again, in an empty wiki?
