If that bit of TiddlyWiki code is in some tiddler (let's just say tiddler
XYZ), and you are transcluding tiddler XYZ in other tiddlers ...
It may be simply the difference between transcluding via {{ XYZ }} versus
transcluding via {{ || XYZ }} ?
