The `$:/config/SyncSystemTiddlersFromServer` has just the word `no` inside 
it.

And inside the `$:/config/SyncFilter` there is:

`[is[tiddler]] -[[$:/core]] -[[$:/library/sjcl.js]] -[prefix[$:/boot/]] 
-[prefix[$:/HistoryList]] -[status[pending]plugin-type[import]] 
-[[$:/isEncrypted]] -[prefix[$:/status/]] -[prefix[$:/state/]] 
-[prefix[$:/temp/]]`
