CSS worked great for me.
Create a tiddler with the following:
Title: $:/HistoryBuff/StickyEditorButtons
tag: $:/tags/Stylesheet
text: .tc-editor-toolbar { position: sticky; top: 0; background-color:
white;}
type: text/css
