Hardly ever.
One could imagine scenarios where plugin authors might wrap an existing macro with some custom functionality - e.g. feeding a data set to the sparkline macro:
    invokeMacro(place, "sparkline", parseServerLogs().join(" "));

how do you aqcuire the needed objects such as "place"?

That depends on the context. In the scenario above, all the arguments like place would be supplied to the calling macro anyway. However, the plugin author might also choose to pass a pre-defined DOM element instead.
