Does your ViewTemplate look like this <div class='toolbar' macro='toolbar [[ToolbarCommands::ViewToolbar]]'></div> Is toolbar defined somewhere else in the stylesheet? I am not very familiar with the Tiddlypedia Theme, if I get a chance later I will take a closer look.
