Not an answer but a work around and some ideas.

In windows I placed in the default folder (that opens on save as) a shortcut
to the required folder. Once the open file dialogue apears I use the
shortcut to jump to the alternat destination.

I used to do this to use "save as" as a way of backing up to the current
host computer. However I then used the lessbackups plugin (to wikibackups
folder) and have a separate batch/program to launch from tiddlywiki using
http://www.remotely-helpful.com/TiddlyWiki/LaunchApplication.html. This
batch synchronises the content of the wikibackups folder to the host.

I now have my main tiddlywiki hosted on dropbox, use dropbox for wikibackups
and have drop box (Automatically synchronised) on all the main computers I
use.
