I do not have any experience using ccTiddly but currently the ServerLock plugin notifies a user who was prevented from editing that he needs to reload the wiki when it becomes available. If you want automatic updating of changed tiddlers, you may want to consider something like TiddlyWeb (although someone else may be better able to explain whether that would work).
