Is the templating idea still being worked on
I don't think anyone is actively working on TiddlyTemplating these days.
Can I use TiddlyWeb with any old webspace that I have ftp access to or does it require anything special?
It requires Python, so transferring static files is not sufficient.
Tiddlyweb seems to be biased toward Linux and Win install looks complicated - is it tricky to get working on win?
Since TiddlyWeb is Python-based, there's not much of a difference in theory. In practice, since the core developers are Unix folks and nobody has contributed any Windows-specific wrappers yet, setting up a TiddlyWeb instance on Windows takes a few extra steps. Should I forget it and use something else?
Personally, I'm not a fan of using TiddlyWiki for regular websites, as it's primarily an application. However, there are plenty of people who happily disagree. Note that in TiddlyWeb, TiddlyWiki is just one possible representation, so this argument doesn't quite apply there.
