Some thoughts,

Each task when created could be given a sequence number in a field.

Make the sequence number changeable perhaps the first 10, the second 20
etc...

The user can always change this number to reorder the tasks, to insert they
can use 25 etc..
Of course it does not matter if they are the same order number they will
just come up at the same time.

Now Using FET sort the tasks on the order field and exclude completed items.
I like the TiddlerListMacro

You can restrict the fet to show ony the first (next not closed one) if you
want.

Now when one is complete the next will be visible.

There are more ways, and this answer is really high level but it is very
possible.

I use the tablesort plugin and can sort by creation or modified date, I see
no reason why you cant include the sequence value.
