It sounds like you're using an MPTW TiddlyWiki, which has a different default setup than a standard TiddlyWiki, and indeed does have two tags lists in the sidebar. Both lists are generated using the "allTags" macro, but the tiddler that generates the second tags list (TabAllTags) uses different options than the tiddler that generates the first one (TabTags), which you can see if you open them for editing. Apparently the macro in the first list fails to include tags beginning with capital letters, like "To Do".
