Enter this into your StyleSheet and you will see, what's going on :)
.button a {color:ColorPalette::PrimaryDark; border:1px solid green;
font-weight:normal;}
this should work
.button a {color:ColorPalette::PrimaryDark; font-weight:normal;}

The normal button CSS is
a .button {}
because of your construction {{button{ ... }}} you need
.button a {}
which is perfectly fine. But you have two definitions, which are
slightly different, and that's why you got 2 borders
