I've had a quick look at the Kindle development page https://kindlepublishing.amazon.com/gp/vendor/sign-in/184-0241322-8485759 The problem might be that the Kindle doesn't require users to pay for bandwidth, and so Amazon can't allow apps that use a lot of bandwidth unless they are quite expensive. So it looks as though any TiddlyWiki app for the Kindle would have to be priced high enough to cover all expected bandwidth usage.
