This sounds more of something a space owner might want to provide to it's viewers ...a "reply to this" button, which opened the viewers space with a new, not existing tiddler tagged @origin. However, I wouldn't know how to get the user information of a viewer, not how to tag a non existing tiddler via paramifiers.
But then, there's the "reply" button that has been invented for replying to remote tiddlers opened from the activity queue of people that one follows in ones own space. I think, unless there is some manageability on the part of the person being notified, thus he wanted notifications from non-followed users, not everyone should be able to notify a user who is not following that person. Rather than to create new tiddlers, I think the spaceLink to the users space that can currently be applied to the modifierIcon is the better (default) choice. Otherwise there should really be a popup (like the new "more" popup in the toolbar) that allows for certain options, maybe... - reply to this post (in your own space) - follow user - go to user space (in case we're not there already) - ?!?
