SqueezeOJ, If you described what and why you want to do this, I think you may get better answers. The QuickEdit plugin allows you to paste contents from a local file into a tiddler and there are various ways to import tiddlers from csv files and more. Once in tiddlywiki you can format the text and generate multiple tiddlers from the one file using SplitTiddler script. Look through tiddlytools.com and you will find most of this.
Filedrop plugin and others also provide other alternatives, however with the lack of background in your question it is hard to see what you are trying to do, rather than simply answering your question.
