Hi, Curtis -- As awesome as TagglyTagging is, it CAN be a little confusing. I keep forgetting what's changed from one version to the next and what I've tweaked about it myself. (I keep promising myself I'll sit down and document my copy with my own cheat sheet one of these days, but I don't know if I'll ever really get around to that.)
You probably already know that you need to add the tag "systemConfig" to the [[TagglyTaggingPlugin]] tiddler to enable it -- but if you haven't done that yet, try it and refresh. Beyond that, it may be that you need to edit the [[ViewTemplate]] and [[EditTemplate]] tiddlers to show the TagglyTagging values.
