We recently integrated tiddlywiki with a GUI framework that we developed. On top of tiddlywiki, we add a fully integrated WYSWYG graphical html editor, store notes in an encrypted/password protected local database, allow easy attachment of files/folders, and support quick publishing of notes. The program is free and can be downloaded from http://www.smartgoldfish.com/download.html. We have used it internally for quite some time now and it is currently under its first public stable release.
