He's using the <<popup>> macro, defined by Saq's PopupMacro plugin.

You could also use
   http://www.TiddlyTools.com/#ShowPopup
which is a "transclusion", that does not rely upon any plugins.

Both approaches use methods of the core's Popup class, which manages
the creation, placement, rendering, navigation and dismissal of TW
popups so that all TW popups can have common behaviors and
functionality.
