That's right. There have been many discussions at TiddlyWeb group yet.
You should have a look there. Click the link [1]

There is a "save as private draft" button, which you can use.
Click it on a public tiddler.
It creates a private "publicTiddler [draft]". You can edit this one,
until it fits your need.
If you click "make public" it will be renamed to "publicTiddler" and
it will be moved to the public space.
Since you didn't touch the public tiddler, you will have the "old"
public tiddler as a revision.

That's the way it is handled at the moment. But if you make the public
tiddler private, all revs are gone. There is an "_archiv" bag in TS,
but it isn't used yet.
