I am not exactly sure, what you question is.

The bookmarks space provides a bookmarklet, that can be dragged to the
browsers bookmarks bar. Mark some text on any web site and press the
button. It will automatically copy the URL and some description=marked
text into a tiddler. Save the tiddler. done.

Just download it with 
http://yourBookmarks.tiddlyspace.com/?download=anyName.html
or go to the "backstage: export" tab and download it.
