Well,

1.  The point is not to make pages you are going to use.  It's to get
the page requirements and page flows up in a clickable format that all
team members can contribute too as quickly as possible.

2.  While I'm imagining the main use a quick textual descriptions of
pages and requirements, your point is actually not even true.  The
designers would be welcome to add actual html and images to the
tiddlers as much as they pleased, so you could get as detailed as you
wanted to get.
