Well the culprit turned out to be the PartTiddlerPlugin.

To see whether it was inherent in the plugin or whether it was
reacting with some other aspect of my custom tiddlywiki I downloaded a
blank tiddlywiki and loaded the plugin. This produced the annoying
behaviour when tiddlers are opened :- the tiddler content is
highlighted and in Firefox 4 focus jumps to the bottom of the tiddler.
(In IE7, Opera 11.11 and Chrome 10 focus remains at the top of the
tiddler but the content is still highlighted).
