Well the culprit turned out to be the PartTiddlerPlugin. http://tiddlywiki.abego-software.de/#PartTiddlerPlugin
To see whether it was inherent in the plugin or whether it was reacting with some other aspect of my custom tiddlywiki I downloaded a blank tiddlywiki and loaded the plugin. This produced the annoying behaviour when tiddlers are opened :- the tiddler content is highlighted and in Firefox 4 focus jumps to the bottom of the tiddler. (In IE7, Opera 11.11 and Chrome 10 focus remains at the top of the tiddler but the content is still highlighted).
