This appears to be the same basic problem as one I encountered when trying to do a more specialized import using core functions. I added a minimal test case to ticket #1227 (http://trac.tiddlywiki.org/ticket/ 1227) that shows this problem occurs when loadFile and importTiddlyWiki core functions are used for tiddlers that contain special characters.
