I'm using ccTiddly myself, so I can give you some advice. Use XAMPP 1.7.3, because the latest version has bugs. As for ccTiddly, use version 1.7.6, because 1.8.5 and 1.9 have some bugs too. The only problem is that the development is not as fast as for TiddlyWeb due to lack of developers. See the ccTiddly group (1) for more.
