There are a few tools that already host Tiddlywiki online. Among the mix are tiddlyspot.com, and tiddlyspace.com. it seems that tiddlyspace is helpful if you want to make a tiddlywiki that others can see. (it also allows you to set up tiddlers as private.)
Note: Tiddlyspace does not collect emails, and can't email you your password, so make sure you remember your login information. (I learned that the hard way.) I'm new to this also: my nephew showed me his installation of TiddlyWiki on Thanksgiving Day. Many people use Tiddlywiki offline (just from their laptop or desktop)... but if you want a relatively quick way of starting, pick tiddlyspot.com or tiddlyspace.com Let's figure out this stuff together...
