For a javascript hacker, TiddlyWiki can be turned into a platform for just 
about any functionality, so asking here "can TW do X?" will always get a 
"sure!" response. The real question is "can **I** make TW do X" and no one 
can answer that for you.

As a relatively non-technical end-user, I advise you to take some time 
getting intimate with TW's core functionality and then start getting to 
know some of the more popular plugins - TiddlyWiki is a fantastically 
flexible tool for putting together a personal knowledgebase, letting you 
quickly enter in snippets and chunks of information, and then going back to 
give the collection structure later on, building user interfaces, linking 
between topics etc.

For myself, it took me about a month-equivalent of full-time work to get to 
the point where I really felt comfortable with the tool using it as it was 
originally intended, and it is a wonderful program. Out of the box + a few 
plug-ins will I'm sure give you the same functionality as that offered by 
every blogging tool out there. However extending TW to handle your future 
desires as a blogging platform will require custom programming in 
Javascript.

My own opinion based on the limited background info in your message is that 
you should consider one of the mainstream tools explicitly designed to 
serve as a blogging platform - for example, Wordpress has a **huge** 
supporting community of active users and authors of all kinds of plug-ins 
that add functionality you haven't even thought of yet.
