If a toolbar command has a prefix of "-", it will be invoked when ESC is pressed while in a text input field (used to cancel editing). If you remove the "-", then ESC will no longer cancel editing (you can, of course, still directly click on the 'cancel' toolbar command). Similarly, if a toolbar command has a prefix of "+" it will be invoked when you double-click on a tiddler (used to invoke editing).
