By default, these settings are stored in cookies, maybe you configured your browser to not keep cookies?
Some browsers may need a special configuration to keep cookies for files. What I do is bake these settings into the SystemSettings tiddler - I distribute my TWs to lots of computers via dropbox, and re-configuring browser got old pretty fast. To do this you create a tiddler called "SystemSettings" and put Key: Value pairs in it (do not tag this as systemConfig btw - its not a plugin).
